Shane Hanes
Founder and CEO

Shane has worked 14 years managing networks for service providers. A key component to each of these positions was the NOC. Shane managed the NOC for Lucent/Octel for eight years in its Managed Services division. He then worked two years running his own consulting business that provided network management services to several large customers. One of these customers was Excel Communications. After a successful consulting engagement with Excel, Shane accepted a position as Executive Director of Network Operations where he was responsible for the NOC, Network Repair, Trouble Reporting, and Network Fraud. After Excel was acquired by VarTec Telecom in 2002, Shane expanded his role to include the same functions for the VarTec network in addition to the Excel network, successfully integrating the staff, tools, technology and processes of the two separate organizations.

Charles Blair
VP, NOC Operations

Charles joined CMS in June 2003 and is responsible for the 24x7 operation of the Network Operations Center (NOC). He oversees a team of talented engineers responsible for restoration of network outages, resolution of network trouble tickets, and for quality enhancements of customer networks. Charles is an industry veteran with 19 years experience in technical telephony operations and engineering. Prior to joining CMS, he led the Technical Support organization for Excel Communications. Charles also spent 10 years with MCI where he performed various managerial duties within MCI's Network Systems Engineering test & integration lab.

Chad Frazier
Vice President of Professional Services

Chad joined CMS in February of 2006 to lead CMS's Professional Services organization. Chad has over 20 years experience in the telecommunications industry, with the last six years being focused exclusively on next generation technologies. Prior to joining CMS, Chad specialized in design and implementation solutions for a consulting company that targeted customers who were considering migrating to a VoIP architecture. Prior to CMS, Chad served as President of Transcom Enhanced Services, where he oversaw all aspects of design, deployment, and management of a wholesale VoIP network that carried in excess of 400 million minutes per month. Chad also served as Chief Technical Officer for DataVoN, Inc. during the initial deployment of a next generation VoATM network that was later migrated to a VoIP infrastructure. Chad was instrumental in deploying the only privately owned Line Information Database (LIDB) for Revenue Communications (RevCom). Chad also was Product Manager for several products for Intellicall, the largest private payphone manufacturer at the time.

David Kelbley
Director of Systems Engineering

David Kelbley is responsible for setting the strategic direction of UNIX, Database, Web, Netcool, and Remedy Administration for CMS. Throughout his career in companies such as International Business Machines Inc. (IBM), TwinStar Semiconductor Inc., Ciber Inc., Excel Communications Inc., and VarTec Telecom Inc., David played an invaluable role in Systems Architecture and Design, Project Management, Software Development, and Systems Administration. David's extensive knowledge of IT System Integration is instrumental within the Telco Arena in areas related to Operational Support Systems, Network Management Systems, Fraud, Call Detail Records, Environmental Systems, Nortel DMS, Alcatel DEX, Tellabs Titan, and VOIP Switches. He received his Bachelor's degree in Computer Science and Mathematics from Texas A&M University.

Scott Simpson
Director-NOC Operations

Scott joined CMS in July of 2005 with 18 years of telecom industry experience. He began his career in the US Navy as a SatCom and HF/UHF/VHF technician. After 6 years of service Scott began his civilian career with Lucent Technologies working in Field Services, Field Operations Management and NOC Management. After 8 years of service with Lucent Technologies, Scott held several Management positions with Allegiance Telecom including Switch and Transport Tier II Support and Director of the Global Network Operations Center.

Garry Stackhouse
Director of Information Technology

Garry has worked in telecommunications for the past 11 years in various technical roles. Prior to joining CMS, Garry worked as a Senior Network Engineer for VarTec Communications, implementing various network systems into the daily operations of the NOC. As the Manager of Information Technology for CMS, he is responsible for the configuration of the corporate network as well as connectivity with all customer networks. Garry earned a Bachelor of Science degree in Telecommunications Management from DeVry University.
